At the beginning of the session, which was held on Saturday, October 4, 2022, in the presence of the members of the scientific committee of the professional commitment seminar and in the alumni office, Dr. Seyed Mansour Gatmiri, the head of the university alumni office, while honouring the memory of Professor Bahadri, the founder of the annual professional commitment seminar, said Since the establishment of the Alumni Office, many activities have been carried out in this office around the subject of professional commitment and professionalism, and Professor Bahadri's scientific and cultural foundation has carried out many activities in this field.

He continued: One of the goals of Professor Bahadri's Scientific and Cultural Foundation was to address the issue of professional commitment, which started a professional commitment seminar with the support of the Alumni Office. Because the issue of professional commitment is very close to the issue of medical ethics, the office of professional commitment and the centre of medical ethics have played an important role in holding this seminar, and in the last five seminars, the dimensions of this issue have been properly discussed in the university.

Dr. Gatmiri then continued by stating that in the past years a topic was chosen for each seminar and by forming committees to discuss the desired topics: This seminar has been growing and evolving since the beginning. It went well and seems to have created positive intellectual challenges at the national level. In addition, various universities have also participated in this seminar, and the speeches   panels and the introduction of worthy models in the festival section of the seminar from all disciplines and with the cooperation of faculties have to some extent motivated the faculties and practitioners of various medical professions.

He added: It should be noted that during the Corona era, people who worked hard in the field of health have been selected and introduced as models of professional commitment. He added that the selections were not exclusive to the faculty members of Tehran University of Medical Sciences, and it was not just about having articles and scientific works, and mostly ethical adherence and adherence to the principles of professional commitment were considered and evaluated.

Dr. Gatmiri added: This year, after consulting with friends and taking into account the ideas of Professor Bahadri, the subject of immigration was chosen, and if it is approved by the members in this meeting, the title of the seminar will be the examination of the dimensions of immigration of elites in the field of health.

He emphasized that, unfortunately, the issue of immigration in terms of age is currently developing from both ends. This means that both elderly people who even have a good social and academic status request early retirement and migrate to other countries, and many new students at the very beginning of the academic year ask professors how to fill out their resumes so that they can easily immigrate.

The head of the alumni office considered economic factors, unrealistic medical tariffs, unconventional taxes that do not match the inflation conditions, etc. as important factors of migration.

He added: We must be careful, this discussion is an academic one, and we should not allow extreme political challenges to harm our discussion, and this topic should be thoroughly academically, technically examined.

The results of the discussions are given to the senior officials of the university and the ministry and are given to the society and the society. very valuable and precise scientific topics will be discussed in this seminar and its results will be available to the elders of the country.

In the following, Dr. Seyed Mohammad Reza Seydahmadian, Secretary of the Alumni Office, also remembered Prof. Bahadri and said: Prof. Bahadri always stressed that professional commitment should be shared by all graduates of Tehran University of Medical Sciences, as Dr. Gatmiri pointed out, the issue of immigration is the most important topic of the 6th Commitment Seminar.

He continued: "Perhaps the tariffs, the lack of proper training of students in the field of medicine, and perhaps heavy plans and laws are the main root of immigration, which has been increasing sharply in recent years, especially among the young generation."

Then Dr. Dowlati, one of the members of the alumni office, said in this regard: I give the issue of immigration the first grade because this is a huge problem that our country has suffered in recent years and according to statistics in the last ten years, immigration from the country has reached two million people in a year, which is very unfortunate.

He added: The main reasons for migration should be discussed in this seminar, although political issues may also be discussed, but we should address this issue with the view that we are concerned about the young generation who must build the future of this country.

Dr. Dowlati stated: The issue of immigration has also been raised in the Academy of Sciences, and perhaps it can be said that lack of hope for the future is one of the reasons for immigration that should be discussed and investigated among young people. We need help to solve this problem in the country.

Dr. Seyyed Hasan Emami Razavi, one of the other members of the scientific committee of the seminar, while expressing his satisfaction with the continuation of the activities of alumni office and the holding of the professional commitment seminar, said: the issue of immigration and professional commitment are independent topics, not that they are not related to each other, but there is little overlap. They do because the reasons for migration have many factors.

He continued: In the last two years, one of the main reasons for the emigration of elites, students and faculty is the economic problem, the devaluation of the national currency, and also the currency. With the spread of Corona and the shortage of medical personnel in all countries, because the value of Iran's national currency has fallen, the attraction of immigration has flourished, so this issue can be less tied to ethics and professional commitment.

He continued: I suggest that instead of immigration, we should raise the topic of role and position and promotion of professional commitment in maintaining the human resources of the health system. If we want to raise this issue more broadly, the issue of providing human resources and empowering them should also be discussed. Regarding the issue of human resource  maintaining, it is possible to discuss a little more broadly, of course, this issue is not a simple issue and the speakers should deal with this issue expertly in order to be able to raise its connection and reasons with professional commitment.

Dr. Emami Razavi added: At the end of the seminar, it should be seen what results were obtained from these discussions, because maybe there will be challenging discussions, and we should think more about this issue, because the result is presented as a statement or solution. But since the seminar is held for the public, it is necessary to be more careful to choose the title.

In the other part of his speech, he said: the continuation of the commitment of the medical colleagues in the current situation should be the main issue.

he explained the reasons for the reduction of professional commitment in working groups (academic faculty and students), the impact of factors Outside the health system, on the reduction of professional commitment, compliance with professional commitment in social crises, the role of social capital in compliance with professional commitment, the role of professional commitment in the socialization of the health system, the role and place of professional commitment in providing, empowering and maintaining the human resources of the health system. As the theme and sub-titles of the 6th annual seminar, he proposed professional commitment.

In the continuation of the meeting, Dr. Razmpa, stating that non-medical interference in the health system is one of the cases that can be considered as a cause in the immigration debate, said: the interference of those who are not doctors who interfere in medical work, and more importantly, doctors who These non-specialist people cooperate is a big problem that has spread a lot in the country recently, as well as the use of unreasonable places for medical work such as hairdressing salons, which unfortunately is done with the cooperation of some doctors and has irreparable complications, which may be an important issue in the issue of immigration.

Then, Dr. Ahmad Ali Noorbala, a professor of the Department of Psychiatry and a member of the scientific committee of the professional commitment seminar, said: I consider immigration to be an important issue, but I believe that its connection with medical professional commitment is weak. Recently, in the crisis that has arisen in the country, actors, artists, athletes and more or less academics have made opinions and intervened that they may not know right or wrong. I remember the same issues happened when we were students and the professors didn't know how to answer the questions they asked.

He continued: So, if we choose the title of the seminar "Professional commitment in the current social crises", maybe it would be a better title, and if we raise the topic of professional commitment specifically in the form of free-thinking chairs and discuss immigration in it, it will be more effective. .

Then, Dr. Nikzad Isazadeh, the head of the Center for Medicine, Quran and Hadith Research and a member of the scientific committee of the professional commitment seminar, also said: I also honor the memory of Professor Bahadri and thank the organizers of this seminar.

For me, there are some questions in this field, and in this seminar, the title of professional commitment refers to which category of contacts? Does it refer only to the medical community and not just doctors or is there a wider circle in this regard Because when we say that immigration is not only limited to social medicine and there are many factors.

He continued: Dr. Emami Razavi's words are very important. Whether we want to define a series of theoretical scientific bases or a statement for the medical community, or whether we want to convey to the managers and decision makers of the society that professional commitment should be paid attention to, and this is not a matter of one side, because professional commitment is realized in a university in while along with the medical community, managers and officials should cooperate seriously.

Dr. Isazadeh clarified: Of course, emphasizing what my friends said, I also do not see much overlap between immigration and professional commitment. If we are looking for a problem-centered view of professional commitment, we should look more generally as professional commitment, challenges and solutions in the crisis, and it is also important to pay attention to whether the topics of the last five seminars have received the attention of the audience after the completion of the seminar.

This report indicates that Dr. Asghari, a member of the scientific committee of the professional commitment seminar, said: In my opinion, the issue of immigration is related to professional commitment, because professional commitment is not a list of the characteristics and moral behaviors of professionals, but rather the structure of an ideology to provide optimal services.

He added: We need to see what kind of structure the medical profession (the whole word for medicine) considers necessary to provide optimal services. As you know, one of the duties and responsibilities of medicine is to provide fair health services to people. The lack of resources, supply and maintenance of human resources can be a topic within the profession, which also has challenges. Of course, some of it also belongs to the policy makers. In order to achieve this commitment, the profession itself must have the ability to convey challenges to policy makers.

He stated: But regarding the title of the seminar, considering the variety of votes, another name can be chosen for the title. Of course, in the current challenges, the desire to migrate and the lack of belonging to the homeland is not only specific to health professions, but it is a serious issue among doctors, because the health system and even medical education will be seriously damaged if this process continues, we must pay attention to this issue.

Dr. Abdulrahman Rostamian, a member of the scientific committee of the seminar of professional commitment, said: Socialization of the health system is one of the most important medical issues in the field of treatment, because we are trained to write a prescription and think that we have maintained the health of society, but pay attention to the social nature of health. People can also be effective in the health of the society and this point is considered a weakness in the health system.

He added: I suggest that this important issue be addressed in this seminar. Another thing is that having a social resume is very important in professional commitment because addressing it is a better service culture, it has an important application not only in medicine but also in education. In other countries, to evaluate students at the end of each year, one point out of six points is assigned to social services, so that this importance is cultured in the people from the very beginning.

Dr. Rostamian said that entrance exam quotas are another important reason for young people to migrate abroad and added: It seems that the quota for selfless men and deprived areas is one of the reasons for migration. This quota should be given only to veterans and children of martyrs. A lot has been done in this field even in the parliament. Because being in the front and defending the country should not be considered as a quota for entering the university.

In the continuation of the meeting, Dr. Mohammad Jalili, a professor of the Department of Emergency Medicine and a member of the Department of Medical Education, said: Being in a situation where the society's solution to the problems created is not reasonable is one of the reasons for emigrating abroad, which is a worrying issue in the medical department. The fact that we feel a problem means that a lot of time has passed since its beginning and it has become a challenge. In the first step, we must know the essence of the issue. In most of the social challenges, including the immigration issue, we are not straightforward to understand the problem and many times we deviate from the main solution and only have arguments that can be considered and heard. Sometimes we use harmful methods to solve the problem, but we only develop it. The same logic applies to immigration.

Then, Dr. Fatemeh Rahimi Kian from the Faculty of Nursing also said: Although the topics discussed may not have much overlap, each of the topics is useful as a topic for the seminar panels.

Then, Dr. Maryam Zahedi, director of public affairs of the office, referring to the panel that was presented in last year's seminar as lifestyle but was not held for some reasons, suggested that this year this panel be included in this seminar as lifestyle and the discussion of medical group immigration. .

At the end of the meeting, Dr. Gatmiri summarized the topics and said: As you know, the loss of human resources is the most important crisis for a profession, and in professionalism, this challenge is considered a big threat. Many of our troops migrated from the medical staff to the private sector rather than necessarily leaving the country. or have worked in other professions. That is, they have left the profession in different ways, so migration is a general issue that is considered as the most important factor in removing the capital of the profession.

Reviewing the titles of the past five seminars, he said: Every year, new topics are discussed in the professional commitment seminar, which are discussed more thoroughly, and new topics will be discussed as well.

Dr. Gatmiri continued: Of course, professionalism has not been translated correctly. Professional commitment is not a correct definition of professionalism, because Islamic Iranian culture has to a large extent rich scientific foundations in terms of professional commitment and professional ethics. When it is presented correctly, it can be said that the duties of the upstream organizations and systems in this field are much more effective than the adherence of the members of a profession.

Referring to the topics suggested by the members present in the meeting, he added: According to the topics raised in the next session, the topic of the seminar is immigration and professionalism, professional commitment in social crises, professional commitment and social mission, immigration and the role of systems, continuing to compliance with the obligation of the medical profession in health services in the current situation, we will conclude.
